This is a tricky one, but I might shade -1 just because the visible impact is not so terrible - it's not like you see something that's wildly broken, so the impression the bug leaves isn't awful. I'm definitely: FinalFE +1 at least though.

I'm inclined to go toward +1 on the blocking status, but I don't feel strongly about it. We can certainly CommonBugs it and it won't (as I understand it) cause any harm.
I'd like to vote against FinalBlocker (because I don't think this screen is important functionality of the initial setup experience in general), but it clearly is a violation of the criterion as written.
I guess therefore I'm

but would like input from the Workstation WG in updating this criterion, either to allow more wiggle room in a vague way ("all non-skipable panels") or to specify exactly what functionality is deemed critical.
