As for its on a VM, I suggest We use the criteria used on this other here: https://pagure.io/fedora-qa/blocker-review/issue/358 on that bug: https://bugzilla.redhat.com/show_bug.cgi?id=1950258
Discussed during the 2021-09-27 blocker review meeting: [0]
The decision to delay the classification of this as a blocker bug was made as this is definitely an aggravating bug, but whether it's bad enough to consider a violation of the criteria seems like a tight call and the vote is not clear yet. It would be useful to have more details about the bug to make the decision (e.g. whether it's really happening more often/in more circumstances than it used to).

Now that we have this issue split between #486 and this one, we can vote on them separately. While I believe #486 is a strong candidate for a blocker (cursor offset by default), I'm not sure about this one. I couldn't reproduce it when auto-adjusting VM resolution based on window size. Only manual resolution changes trigger it. I don't know how often people change VM resolutions (I mostly don't). Still, I feel like leaning rather towards a blocker (basic functionality criterion for the control center), but I'm not as decided as in #486.
