A quick example: BetaBlocker +1 (where the tracker name is one of BetaBlocker/FinalBlocker/BetaFE/FinalFE/0Day/PreviousRelease and the vote is one of +1/0/-1)


I believe this is a final blocker due to:

If an initial setup utility is run or intended to be run after the first boot of the installed system, then it must start successfully and each page or panel of the initial setup utility should withstand a basic functionality test.

If the utility is marked as not responding and you're offered to kill it, than I wouldn't call it as "withstanding a basic functionality test".

At the same time, I think this is not a Beta blocker. The process can be finished (in contrast to what Michael thought initially), and the user account then works.

Discussed during the 2021-09-20 blocker review meeting: [0]

The decision to classify this bug as both a "RejectedBlocker (Beta)", an "AcceptedBlocker (Final)" and an "AcceptedFreezeException (Beta)" was made as a conditional violation of the criterion:

"A working mechanism to create a user account must be clearly presented during installation and/or first boot of the installed system."

We don't think it's bad enough to block Beta, but it is bad enough to warrant a freeze exception
