This is interesting. Core system repos like the fedora and updates repos can't be disabled in gnome-software using the toggle, but can be disabled if you click on their name. But you're still required to provide an admin password, so it's not a silent action that can be done by mistake.

Do we have some requirement that core system repos can't be disabled in gnome-software? Do we consider it basic functionality? Perhaps the Workstation WG would like to make a statement about this?

The decision to classify this bug as a "RejectedBlocker (Final)" was made as, while this seems like an unfortunate behavior and it'd be good to fix it, but it's not really serious enough to violate the "basic functionality" criterion or any others.
