Both do eventually boot, however there is a 10-12 minute wait time after GRUB. When booting with an RPi4, the delay is much less (a matter of seconds). I will propose this as a blocker as it could be argued that this is not a reasonable amount of time to wait for a positive user experience.

That said, I don't think we could get the upstream support as quickly as we would need in order not to slip our Beta milestone
I would be in favor of waiving due to the "hard to fix" exception.

BetaBlocker +1 waiving seems like an option if necessary, but we'll be slipping a week anyway, so possibly there's time to fix it. waive decisions should be made in live meetings, anyhow. AGREED AcceptedBetaBlocker
