That's unfortunate, but apparently we've been shipping Workstation like this.
This has overwhelmingly -1 votes, even though according to the criteria I believe we should accept it as a blocker. Is it just because the fixes are unlikely to appear in time, and because this has been broken in previous releases as well, or something else? Let's discuss in the meeting.

This is a violation of "keyboard layout configured in installer must be used in initial setup" criterion, when non-latin layouts are configured (and a secondary latin layout is added by the installer).

Okay, assuming I'm understanding this web well enough, this feels marginally non-blockery to me. The installer is behaving correctly, KDE just isn't reflecting things properly (which is #2087).
