Discussed during the 2023-09-04 blocker review meeting [1]:
we agree that ideally anaconda should start faster and/or the user should get some feedback indicating it's loading, but this really doesn't take long enough to plausibly constitute a release blocker. note it's already accepted as Beta FE.
