Justification: it is possible to create a working setup through Blivet and if you hit this issue, you have not yet made any changes to the disk, so it's recoverable (just reboot and do it again). So I'd say it's not worth blocking Beta for it, just add it to CommonBugs.
sgallagh's justification makes sense to me
I'm mostly fine with that justification. What I'm concerned about is that that bug is extremely easy to hit (and perhaps there are more ways to hit it, I didn't have much time to play with it), which might prevent Beta testers to play with Blivet partitioning too much. And therefore we might get less feedback and fewer bug reports from Beta.

BIOS Boot partition type only appears when booted through BIOS, if have boot through UEFI, that partition type is not present. So this does limit the audience a bit, not everybody will be able to hit this.
