Confirmed this. It is really a problem for people not using US keyboard or ho uses special characters on password. Based on this criteriom: https://fedoraproject.org/wiki/Fedora_39_Beta_Release_Criteria#Shutdown,_reboot,_login,_logout

I think I would like more info on if this is still happening, and if it is, what the current state of the bug is. comment 8 and comment 9 make things feel bad, but workable.
All in all I'm reluctantly on the final blocker train.

The decision to delay the classification of this as a blocker bug was made as this potentially looks like a blocker, but we would like to try and reproduce it definitively on Fedora 39 with a clear understanding of the distinction between "layouts" and "variants".

Following Geraldo and Adam's reasoning from https://pagure.io/fedora-qa/blocker-review/issue/1225#comment-871560, there is a final blocker criterion for keyboard layout problems, which kinda implies that we should treat it as a final blocker rather than follow the more general beta release criteria:

The decision to delay the classification of this as a blocker bug was made as Adam did a simple test here, but it would probably be good for more folks to test more slightly different setups to see if we can identify any remaining issues.

Did some more testing, and Adam too. bug seems fixed by now.
