This is hard to judge, because it's clearly a race condition, and happens with a different frequency for different people (and at different times). But given how many people can reproduce it easily, it seems quite likely that it'll be hit by a large portion of our userbase.

If the user isn't being logged out correctly, the shutdown, reboot, login, logout criteria is definitely being violated.

AGREED AcceptedFinalBlocker This is a conditional violation of the criterion identified by kparal (the conditions being you're on a user account created in the affected way, and you lose the race).
