IMHO this can be shipped as a zero day upgrade just fine as well.

Yes, it can be a 0-day update. But at the same time, the mirrors are not always fully up-to-date on the release day, this is a low-risk update and it will help people with some upgrade issues if they try to upgrade on the release day. I think this is worth pulling through the freeze.
