A quick example: BetaBlocker +1 (where the tracker name is one of BetaBlocker/FinalBlocker/BetaFE/FinalFE/0Day/PreviousRelease and the vote is one of +1/0/-1)

The criterion for this is:
https://fedoraproject.org/wiki/Fedora_38_Final_Release_Criteria#Default_application_functionality

It is very easy to cause this problem, and it blocks you from using Maps for some time (until you're unbanned, not sure how long, but certainly not minutes, probably hours or more). The fix is available, we just need to get a new build.

FinalBlocker +1
