If it's just the pre-release warning, that wouldn't affect the Final compose at all.
The pre-release warning doesn't really feel like it meets the "substantial breakage" part of the criteria.
FinalBlocker -1 for the reason above: final release doesn't show the pre-release warning, so it makes no sense to block on this for Final. we could theoretically block on it for Beta, but I don't think it meets any Beta criteria.

Actually, I think this is not a blocker material. The criterion https://fedoraproject.org/wiki/Fedora_38_Final_Release_Criteria#Installer_translations says
One or two translated strings not being displayed will not usually constitute a violation of this criterion (unless the ones missing are very important strings).
Which is exactly what's happening here, there are two strings, their context can be guessed somewhat easily, and also, they show up in a language detected by your environment by default (if you have network connection). Which means even though they are not correctly redrawn in the chosen language, it's very likely you can actually read them.
