#271 Update 'latest version', correct Fedora-38-Container

'latest version' is 38, not 36. There needs to be some kinda
system for someone to update this every release, as it stands
the only person who notices periodically seems to be me.

Also, the Fedora-38-Container definition was still using
zuul-worker-f37, not zuul-worker-f38, corrected that.
