6 Mass Rebuild: RPMs first, then modules

https://fedoraproject.org/wiki/Changes/RetireModularity was implemented for F39, so since F39, we presumably don't rebuild modules.

Will edit that out for the F40 and further schedules

Reopening to fix F41 and F42 schedules, too.

Thanks @bcotton & @ppisar , I will update F41 & 42 accordingly tomorrow as I have other schedule changes to make and would rather make them all together and rebuild one than several times. This is just an fyi on that so you dont think Im ignoring it :)

Fixed for F41 & F42 now.
