#111 Add: File FTBFS task into the releng schedule

Please add the "Fill FTBFS BZ's" task right after the mass rebuild for releng. This will help us avoid situations like now when we lost logs from the mass rebuild because the filing of FTBFS happened too late after the rebuild.
