I can't see any reason we don't include the tracking bug number
in the entries for self-contained changes. I can see why we may
not want/have a release notes tracker and contingency deadline
for these, but there's no reason not to list the tracking bug.

You know, if I hadn't lost the history when I moved this to a new repo (oops!), we might know the reason. But given what I know of these scripts, it was probably done that way for no particular reason and we never changed it. This seems like a good change to make! Thanks, @adamwill
