#19 RFE: move fedora_cert python module to python fedora

The python-fedora project here on fedorahosted contains a lot of useful fedora python modules. Imho the fedora_cert python module fits better in that project, because it allows to use the python module without installing all the unrequired dependencies that fedora-packager has.
