#152 Move kerberos config file to a separate subpackage

The configuration is useful on its own, but people may not want to install the whole fedora-packager because they don't need yubikey stuff.

This would also give us something that fedpkg could depend on to ensure the config is available.

fedpkg may also benefit from this to build Python 3 packages.

Hi, I'm going to hijack this ticket because I need the same thing.

Recently https://pagure.io/fedora-packager/c/7d806796d098b7e057d73bf3594a89d719abe159?branch=main made it much more of a requirement to install fedora-packager (i.e. 2FA). For my system I do all of my development in a container, but I run kinit from my host. I'd like to be able to just install the fedora kerberos configuration without having to pull in all the dependencies for package development.

Here are f33 &f34 updates with the fedora-packager-kerberos subpackage.
