Summary

Adds a README and LICENSE file to explain repository purpose and clarify usage of data

Description

This addresses the issue raised in #1. This clarifies the purpose and use of the repository, as well as explicitly declare the licensing of the generated data. I assumed a CC-BY-SA 4.0 license, but ultimately, since this repository was created and managed by @decause, he needs to be the one to sign off on or merge this pull request.
