While doing research about the topic I found out this article Run GitHub Actions on Fedora CoreOS - Fedora Magazine and I came to know that you would need to use custom-runners to use fedora on GitHub Actions. I also read the tox-github-action/action.yaml at master · fedora-python/tox-github-action and came to understand that it uses docker to run the tests on the repository with ability to add custom packages in the docker image.
