I can write this. I think the whole Fedora CSB development is really exciting.
The release announcements (beta and final) are listed as the Project Leader's "responsibility".

I don't know the details of the origin of that rule though. It might just be tradition. Or there might be some significance to the FPL putting his/her "stamp of approval" on the release. I'd guess that you need to find out from either the person who maintains those dictates (Ben Cotton) or the person to whom it is assigned (Matthew Miller).
Edit: I believe these articles have been "ghost written" in the past. That might be a third possibility if both Jonathan and Matthew are OK with it.
