@glb sorry for the delay. I've had the same problem many times with flagged. It always says "Jetpack has locked your site's login page."
Every time I access Wordpress Fedora Magazine I've to contact my internet provider and had to wait a few hours after I reported. That's quite annoying.
This morning I just found the solution with a private browser. I will try to continue my article.

@glb and @rlengland sorry. This flag issue frustrates me to continue my article. This keeps happening. Even now I can't login with private browser.
I'm still looking for a solution to this problem, so far I have to ask my internet provider to reset my internet every time I want to access WordPress.
I can login my other WordPress (.com or .org), except Fedora Magazine WordPress. I have no idea about this.
I don't know either. Have you tried setting up kerberos authentication? I don't see anything in the Fedora Magazine WordPress admin panel that would indicate why you are being blocked.
