For Fedora Atomic Desktops variant that do not run initial-setup and
instead create their users directly in the Anaconda installer, the
commands to create the users will run from the installer environment and
will thus not use the updated defaults for the home directory location.

Add a template to update this configuration in the installer ISO as
well.
