I would love to see:

benefits for projects to join our translation platform
alternative hosting (https://hosted.weblate.org is open to everyone but has constraints, https://weblate.framasoft.org https://l10n.opensuse.org https://translations.documentfoundation.org are open to related initiatives)
conditions:
- Share Fedora values
- Add a translation badge to link to translation platform to guide contributors
- to be committed to working with translators to create a quality user experience for non-English speakers
- to only accept translation through Weblate interface. Why? Because Weblate provides notification and change history for translations, which is lost with direct pull requests. This isn't a contribution wall as anyone with a FAS account can import their work in one click in Weblate.

Hi @fed500, seems like this PR didn't get the love it deserves and I'm really sorry about that... But I think we should still merge it as it is.
Could you please rebase your changes and resolve conflicts?
