This change explicitly adds initial-setup-gui to the graphical disk images, which is currently missing from the arm/aarch64 SoaS image.

The fedora-disk-workstation.ks already included a snippet to remove initial-setup-gui as it uses gnome-initial-setup.

https://bugzilla.redhat.com/show_bug.cgi?id=1937940 is the bug for this, and it's accepted as an FE, so I think we can merge this.
