Where are we pulling this in? Can we fix it at the package/comps level?

Unfortunately I don't think we can. It's a recommend on the server package: https://src.fedoraproject.org/rpms/mariadb10.11/blob/rawhide/f/mariadb10.11.spec#_486

It does make sense to install it on a server / in a container but not really for us.

Okay, but we're also going to need this in the kiwi descriptions and in the f41 branches for this and that too.
