Otherwise the user will have no way to choose their boot splash screen (for example, to switch to the breeze one, once it is installed from the plymouth-theme-breeze package; see also https://pagure.io/fedora-kde/SIG/issue/73)

I think it would make sense to preload if we preloaded multiple themes on Plymouth and wanted to expose that out of the box. We don't do this currently and I'm not sure we want to...
