#74 Install plymouth-kcm by default

Otherwise the user will have no way to choose their boot splash screen (for example, to switch to the breeze one, once it is installed from the plymouth-theme-breeze package; see also https://pagure.io/fedora-kde/SIG/issue/73)


I'm not sure if we want to have this by default, but I could be convinced...?

I guess I don't know whether this is something we want to expose to people out of the gate...

It's not a hill I'll die on, I just thought it might be nice to have. :)

I think it would make sense to preload if we preloaded multiple themes on Plymouth and wanted to expose that out of the box. We don't do this currently and I'm not sure we want to...

Agree that we probably don't need to have this one installed by default as we currently only have one working theme
