Currently the Fedora Guidelines for Locale files[1] state that for qt based translations we should do
BuildRequires: qt-devel
This pulls in qt4 packages, and doesn't really do the job. The only reason our locales have been getting translated is because kf{5,6]-rpm-macros or qt{5,6}-qttools-devel pull in qt{5,}-linguist
I would like to get the documentation updated, and have created a pull request[2] but I would like to get others options on this. Specifically Jan's.

Yeah, but fix how? That's what I wanted to discuss.
Recommending the correct qt linguist variant as @tdawson did in https://pagure.io/packaging-committee/pull-request/1396 is a reasonable solution.
