Right now, it is possible for KDE AArch64 images to be missing, as what happened for Fedora Linux 40, where we didn't have the AArch64 live ISO. We lucked out on the disk image, but we'd like to ensure we have both going forward.
This also aligns with our primary downstream stakeholder: the Fedora Asahi Remix.

I don't think this can be decided by a SIG. it's a project-wide decision. As the page says, "This list is static and will be updated when a Change proposal that includes changing the blocking status is approved by FESCo."
So more change proposals, I guess...
well, yeah. as we've talked about before, making an image release blocking affects many more groups than just the SIG, so it needs to be co-ordinated and signed off. we (quality) need to arrange testing. releng needs to be aware the image is blocking and be sure that's not a problem. websites team needs to know in case it would make sense to rejig the download page design, and so on.
@ngompa If I recall correctly from the change proposal discussion, this initiative is placed on hold, correct?
This is basically coupled to the vote in fesco#3232. Once approved, I know that @marcdeop and @farchord have committed to acquiring supported hardware to do regular testing. The Fedora Asahi SIG (@dcavalca, @marcan, and @jannau) are also potentially able to help out here too, since there's a high degree of commonality between Fedora KDE and Fedora Asahi KDE (and at least a couple of them have Raspberry Pi systems to test vanilla Fedora KDE with).
This is implemented now, with followup work in #543.
