Just to make a note here for future reference...
It sounds like projects are migrating toward https://beacondb.net since MLS is shutting down.
https://gitlab.freedesktop.org/geoclue/geoclue/-/issues/192 There is an open issue for migrating geoclue to beacondb however the beacondb administrator says their infrastructure is unable to handle the kind of demand that geoclue would generate. There's likely an opportunity for Fedora or RH to reach out to them and see what can be done to help improve the infrastructure for the beacondb project.
