David Edmundson merged in support for basic automatic application relaunch on reboot for Plasma Wayland targeting 6.1. It looks relatively clean to backport to plasma-workspace for 6.0.

We should consider doing this as it was something highlighted by @poc that he would like to see for him to use Plasma Wayland effectively.
