I got a report that falkon, kio-ftps, and kio-fuse are missing in EPEL. Is there a reason we can't ship this?

I also noticed that kjournald is also missing.

They are not on my "can't build" list, so no reason not to try to bring them in. The worst that will happen is they get put on my "can't build" list. :)
As a side note - If packages don't start with kde, plasma, kf*, I have to manually go through and see if they are kde packages. So it's always possible that I am missing some KDE packages in EPEL. Feel free to do more tickets like this, and I'll add them to my list.
kio-ftps is available as a kf5 version (but unfortunately not as kf6) so that needs updating anyway as the repo is still at a kde4 version :)

If we can get kio-ftps updated in Fedora, I'll pull it into EPEL9. But, as you said, it's currently at kf4, and we don't have that in epel9, so I can't.
