It seems there is a seperate application expressing itself as a settingspage, as the native systemsettings integration was too complex.
The package for Fedora is called kcm_systemd and probably does the same what Stacer or Bleachbit allow you to do, GUI control and easy display.
kcm_systemd
If Kinoite should be a beginnerfriendly Distro it should develop more like Opensuse with Yast, as many admin settings through GUI as possible.
This is targeted at people that dont want to search for this package and still want to enable services like autoupdates through a GUI or disable things like geoclue, which runs in the background permanently.
I will test the package in Kinoite 38 and report how stable it is.
Edit: - autoupdates are easier handled in the system page, dont know if that switch works already - things like geoclue could be dealt with upstream
Edit2:
It seems kcm_systemd is the deprecated version, and systemdgenie is not packaged for Fedora yet.

So, I checked this one out out of curiosity. It's a nice program, but it hasn't been updated in over 6 months now. And the app itself has some issues that haven'T been updated in quite a while leading me to think it's inactive.
But if anyone wants to pick it up, this is the spec I built.
<img alt="systemdgenie.spec" src="/fedora-kde/SIG/issue/raw/files/0712e3f5b21c8e06c2c802556e9aa9f82ed4fd2245d3649786216c1c9b3031fe-systemdgenie.spec" />
It looks like systemdgenie got a fresh Qt 6 port? Maybe this can be revisited.
