Tracker issue for SDDM on Wayland.

I'm making a PR to keep SDDM on X11 for now until we have a better situation.

This is for tracking the issue from https://bugzilla.redhat.com/show_bug.cgi?id=2062415 that was previously discussed in:

We might also consider disabling that in rawhide as not as there is not progress on this one as it makes rawhide unusable for users / testers and this is not great.

Think this would fix RHBZ 2110801 too? From comment 1, it sounds like it would.

We're making the change to push this to F38, keeping it enabled in Rawhide for now.

@apol informed me that we're going to see the necessary fixes land in SDDM and Plasma for Plasma 5.27. That aligns with Fedora Linux 38, which will ship Plasma 5.27.
