The wacom tablet kcm offers frontend to xsetwacom, which helps the user to configure the wacom tablet. Other distributions and desktop environments have GUI to configure graphic tablets out of the box. it would help artists and designers trying out KDE fedora.
A disadvantage is that this package doesn't support wayland and libinput yet. I have filed a bug report with upstream KDE here - https://bugs.kde.org/show_bug.cgi?id=433045
As you can see by the votes on that bug report this is a really requested feature. So I hope this package is included by default, most artists won't be using wayland yet due to lack of colour management and support for drawing and design apps on wayland properly. So for them while using Xorg this would helpful until it is ported to libinput and wayland.

I'm not sure it's a good idea to preload something that only works on X11 when we're focusing on the Wayland session. @ngraham, do you have any idea when this functionality will be available on the Wayland session?
I agree with Neal in general, shouldn't ship this unless it works out of the box for the default configuration (Wayland)

Once the functionality is included in the package, yes, I think this should be installed by default. At this time, while it is still just X11, don't include it by default. But let's track it so when this functionality becomes available, we do include it by default.
