In order to ship KDE Plasma in EPEL, we need to be able to build and install KDE Plasma purely from published RHEL 9 content.
We should start identifying the dependency tree and getting those packages shipped in RHEL asap so that the packages will build and install in EPEL.
@tdawson, since you have a ton of familiarity around this, could you try to figure out what gaps are remaining? We cannot rely on private content access, so we need to be able to build and install with published repositories.
I've already accidentally discovered the issue with appstream, which I filed RHBZ#2009831 to resolve.

This issue is done. KDE Plasma Desktop is now built and installable on CentOS Stream 9 and RHEL 9 Beta, using epel9.
