Awaiting acceptance of the packages into the repository, we can create a group once they're all in.
Oh, so nothing has happened in the last 3 months ?
Some packages have been added but there's a bit of a backlog in the Package Review queue so we're moving a bit more slowly than expected.

What's the process for creating a group and managing the list of packages that are inside?
You edit the comps files in fedora-comps https://pagure.io/fedora-comps
"edit" means create a pull request. "comps files" in this case would be comps-f38.xml.in and possibly comps-f37.xml.in Once you have them stable in those, you can make the same changes in f36 and f35 if you want.
We finished plasma mobile packages I started working on comps list.
