#35 [master] Doc issue welcome.adoc: move instructions for the SIG to a different page

Matthew pointed this out during our talk at flock: the welcome page has sections for newcomers, but it also has a section for us---explaining how to go about it.

We need to:

  • rewrite the process there from a newcomers perspective to explain to them how things work
  • move instructions for us (the sig) to a different section.

I'm not sure that is a bad thing=2E
The sections are clearly defined=2E

We want newcomers to understand our processes too=2E We also want them to=
onboard people in their future=2E

I note we have many sign-ups recently=2E
The difficulties come after that!

I don't think it needs re-writing, but this section, for example:

https://docs.fedoraproject.org/en-US/fedora-join/welcome/welcome/#_onboarding_new_joiners_workflow_for_the_join_sig_team

It's addressed to us (the join sig). So if it's written for newcomers, it would be nicer to address it to them---"when you do this, this happens; next, we do this so that you can do that.." etc.

So, the same information can be presented in different ways depending on the target audience I guess.

This is a fairly low hanging fruit, and is not urgent. It's more on the "nice to have" pile than the "must do" pile in my book.
