This was moved from the commops (i think?) docs and documents how to learn some Fedora bits by earning badges.

I think we need to update this to ensure that it remains in sync with the welcome-to-fedora process. The way it's written now, it'll confuse a new-comer. Should they follow the welcome-to-fedora process, or should they go get these badges?

So, what we need to tweak this page is to be a step in our welcome-to-fedora process.
