This removes the IoT sections of the Fedora 40 compose so we can still produce the fedora-bootc container for the life cycle of F40.

If we are going to remove the IoT config from the file, it would be a nice improvement to rename the config file to fedora-bootc.conf.

Not worth blocking a merge, though. Maybe as a follow-up?
