This didn't work. The submodule directory for base-images is empty in the compose:
https://kojipkgs.fedoraproject.org/compose/iot/Fedora-IoT-42-20241105.0/work/ostree-container-5/config_repo/base-images/

Looks like we need this - https://pagure.io/pungi/pull-request/1769#request_diff

Revert for now.
