I am currently unable to boot the image on raspberry pi 4. I believe this is a compatibility issue.
We don't currently support the Raspberry Pi 4. So technically you're correct, it's a lack of compatibility of the RPi4 with the upstream kernel. When mainstream Fedora supports the RPi4 so will IoT, but there's a number of issues upstream between the HW and upstream kernel, in particular with 64 bit support, that means this might take a little while.

Where can I track the upstream issue? Is the team hopping it will be working on fedora 31?

F-31 will ship with the 5.3 kernel, this might land in kernel 5.4, but even if it does it will be very minimal support and likely not work on aarch64. I suspect kernel 5.5 is more likely. If the aarch64 lands we may pull back patches for 5.4 which IoT could then consume in a monthly release BUT it won't be unless it's stable and supportable. Frankly no support is better than bad support.
