So we'd like (for our koji setup cbs.centos.org) be able to rsync directly (like for a normal mirror) epel7/epel8 pkgs , so that we can then koji import pkgs and let SIGs tag these in their tags (either to satisfy Requires: or BuildRequires: or both)

Worth knowing that there is already a Fedora mirror which is in the same vlan in RDU2/RAL3 community cage, so just opening rsync module/target on that node would be more than enough and wouldn't consume more bandwidth (internal) for fedora infra
You should already have access to download-cc-rdu01.fedoraproject.org::fedora-epel/ which is a download mirror of the EPEL system.
