Request for https://pagure.io/releng/fedora-scm-requests/issue/33557 was closed with the reason "The Bugzilla bug's review is submitted by a user that is not a packager", even though looking at packagers account in noggin we an see the packager membership: https://accounts.fedoraproject.org/user/patrikp/
Based on Kevin's comments, this is probably caused by fedscm-admin needing to be updated to check new account system.
