#9158 bugz.fedoraproject.org redirect does not work

Every RPM package shipped by fedora contains metadata like this:

Bug URL : https://bugz.fedoraproject.org/e2fsprogs

Currently this URL redirects to an error page.

So the reason for this is that the redirects pointed to the fedora-packages app that has been not been moved: https://fedoraproject.org/wiki/Infrastructure/2020-post-datacenter-move-known-issues#Applications_not_moved

There are a couple of candidates to replace this application, but none of them are deployed today, and I do not know if either or both still include the list of bugs as the old one did.
One of the reason for this page in the old version was also that bugzilla was at that time very slow. It has since much improved.

So a potential way forward here is to adjust this redirect to have it point to bugzilla directly, to https://bugzilla.redhat.com/buglist.cgi?bug_status=NEW&bug_status=ASSIGNED&classification=Fedora&product=Fedora&product=Fedora%20EPEL&component=e2fsprogs in this case (which is what dist-git has done: https://src.fedoraproject.org/rpms/e2fsprogs in both its links to tickets/bugzilla)

I found the old app that served this a lot easier deal with than the raw bugzilla result page, but it was a bit slow. For now, redirecting to BZ might be the best option, so people can at least look at the issues in some manner.

I've moved this to bugzilla for now. When we deploy the packages replacement we can revisit this.
