case matters. Your package is called libvirt-test-API... you can't build some other unknown package called libvirt-test-api. ;)
So, you need to change your spec file to match the package name, or else request a new repo with the new name and retire the old one.
I thought the fedscm-admin command tested for and warned about this case, but I guess not. ;(
