I am aware of the colo move, but I did not think this would impact pulling from registry.fedoraproject.org.

This is affecting FreeIPA's Azure Pipelines-based CI.
This is part of the data center move. Service will be restored as soon as we can.
Looking at the https://hackmd.io/@fedorainfra2020/rJpsA4FLL the oci-registry was starting to move yesterday.
This is now fixed, please reopen if you still experience issues
