I tried ~/.ansible.cfg option but we execute playbooks through sudo, and so the file isn't read I bet.
Environment variables (by bashrc) are stripped as well by sudo.
So I'd have to probably set the nocows=1 for each command separately with the current setup.

I did this for a short lighthearted bit of amusement... sorry you didn't like it.
