I'd like to make the new koji01/02 in iad2 fedora 32. This will have a number of advantages:

• switch to python3 for the hub (which has been python2).
• allow us to use one build of koji with patches for all builders and the hubs (before we had to do builds for epel7 as well).
• allow us to use new rpm features before they come to rhel (for displaying things from rpms that rhel rpm doesnt know yet).

In order to do that we need python-tag2distorepo plugin ported from python2 to python3.

@puiterwijk can you look? or farm off to someone else if you don't have time?
